Consultations on the Higher Education Strategy

Consultations on the draft Higher Education Strategy to 2035 were held at the Gdańsk University of Technology with the participation of Undersecretary of State, Maria Mrówczyńska, and Prof. Agnieszka Dardzińska-Głębocka, chair of the ministry’s team responsible for developing the strategy. The discussion was attended by representatives of the authorities, scientists, doctoral students and students from Pomeranian universities.

“Joint development of the strategy is crucial because such a document enables numerous entities involved in higher education to act in a clearly defined direction. It must be prepared with the utmost care so that it can be effectively translated into future actions,” said Prof. Krzysztof Wilde, Rector of the Gdańsk University of Technology, thanking the Ministry for undertaking this task.

Next, Maria Mrówczyńska, Undersecretary of State at the Ministry of Science and Higher Education, presented the objective of the Higher Education Strategy, the assumptions for developing the strategy, strategic areas and the time frame for working on the document.

“This is the first such coherent document concerning the development of higher education in Poland. [...] This is not the final strategy, but a draft put on the table for discussion,” emphasised Deputy Minister.

The Deputy Minister's speech was followed by a discussion moderated by Prof. Krzysztof Wilde. It was attended by representatives of Pomeranian universities: the Gdańsk University of Technology, the Medical University of Gdańsk, the University of Gdańsk, the Gdynia Maritime University, the Stanisław Moniuszko Academy of Music in Gdańsk, the Academy of Fine Arts in Gdańsk, the Jędrzej Śniadecki Academy of Physical Education and Sport in Gdańsk, the Heroes of Westerplatte Naval Academy in Gdynia, and the Pomeranian University in Słupsk. The questions were answered by Deputy Minister Maria Mrówczyńska and Prof. Agnieszka Dardzińska-Głębocka, chair of the team responsible for developing the higher education development project.

Previous consultations were held at the University of Silesia in Katowice, the SGH Warsaw School of Economics, and the Poznań University of Technology. The Ministry has announced further meetings.

About the strategy

According to the Ministry, the draft Higher Education Strategy for 2025-2035 is intended to set the direction for the development of Polish universities over the coming decade. The document focuses on three priority issues: improving the quality of education and strengthening the role of academic teaching, supporting the social responsibility of universities and their openness to cooperation with their surroundings, and building a sustainable, modern academic ecosystem based on innovation, digitisation and internationalisation.

The preparation of the draft strategy was preceded by a diagnosis, which analysed nine thematic areas, such as student population dynamics and structure, demographic conditions, academic staff, digitisation and educational technologies, types of higher education institutions and forms of education, structure of education levels, internationalisation, quality of education and learning outcomes, and financing and institutional environment.
